To his astonishment, he was whisked away to Khrushchev's dacha for two days with the Soviet leader himself. Both days Khrushchev kept coming back to Berlin. He seemed sure that the US would not fight over West Berlin. White, for example, points out that at some point the presence of missiles in Cuba was certain to become known, obliging Khrushchev to defend his action before the international community. So Alekseyev's argument might well just be an official justification of the act that has nothing to do with the real reason behind the actual decision. Secondly, his view may well involve personal bias to defend himself from any criticism as he was closely involved in negotiations with Castro and his job was to persuade him to allow Soviets nuclear weapons to be installed on Cuban soil.

Garthoff states that the idea that the Soviet leaders intended from the outset to trade the missiles in the Cuba for US missiles in Turkey is not credible or supported by any evidence. For one thing, it is rejected by Soviet officials who were involved in 1962 deliberations. For another, it is belied by the fact that the secret Soviet-Cuban agreement was made for a renewable five-year term. This was strictly an ad hoc objective born of the crisis confrontation, and even then not made the central element of a compromise.
